The letter was dated July 31, 1963. It was addressed to L.H. Oswald in New Orleans and was written and signed by Arnold Johnson, the Director of the Information and Lecture Bureau.\r\n\r\nThe text of the letter reads, \"Dear Mr. Oswald: Your letter to the WORKER has been referred to me for reply.\r\n\r\n\"It is good to know that movements in support of fair play for Cuba has [sic] developed in New Orleans as well as in other cities. We do not have any organizational ties with the Committee, and yet there is much material that we issue from time to time that is important for anybody who is concerned about developments in Cuba.\r\n\r\n\"Under separate cover we are sending you some literature.\"\r\n\r\nThere are four black marks, one on each side of the document. They may have been put on the original photograph before the image was taken. \r\n\r\n\"KODAK SAFETY--FILM\" is printed at the top of the negative.  To the right of this text, there are two notches cut in the top edge of the negative: they are side by side and one notch is triangle-shaped and the other is shaped like a square. As printed in that volume, the Communist Party USA letterhead with mailing address is covered up and replaced with blank space and a rough handwritten note by Warren Commission general counsel J. Lee Rankin.
