John McCloy stands next to him with a light-colored coat over his left arm. Senator John Sherman Cooper, wearing glasses, also appears. The man at left wearing a cowboy hat is Texas Attorney General Waggoner Carr. The man wearing a hat in the background is WBAP-TV reporter James Kerr.
